From 19 to 23 July 2025, Vienna will host the 25th European Scout Conference, bringing together more than 300 participants from 44 countries. Held in parallel with the 18th European Guide Conference, the event will form the joint 18th European Guide and Scout Conference — the official General Assemblies of the European Regions of the World Organization of the Scout Movement (WOSM) and the World Association of Girl Guides and Girl Scouts (WAGGGS). In total, over 500 Scouts and Guides are expected to gather for this landmark occasion.
Under the theme “Meeting in the Middle,” the conference reflects Vienna’s geographical centrality and embodies the collaborative spirit at the heart of the event. It seeks to strengthen unity, encourage meaningful dialogue, and build consensus to advance the Scout Movement throughout Europe.
Delegates will participate in a dynamic programme featuring plenary sessions, workshops, and focused discussions on shaping the future of Scouting in the region. Key agenda items include the adoption of the Regional Scout Plan 2025–2028, the election of the new European Scout Committee, the announcement of the host for Roverway 2028, and deliberations on critical resolutions addressing themes such as Peace Education and Sustainability.
The Conference will also welcome a distinguished group of partners and speakers who will contribute their expertise and perspectives. Rares Voicu, President of the European Youth Forum, will deliver the keynote address. Other notable participants include Noah Kramer, Chairperson of the Programming Committee of the Advisory Council on Youth, and Brikena Xhomaqi, director of the Lifelong Learning Platform.
Beyond formal proceedings, the conference offers valuable opportunities for networking, sharing best practices, and celebrating the achievements of the European Scout Movement. Participants will explore innovative approaches to youth engagement, environmental stewardship, and inclusivity, aligning closely with the global vision of World Scouting.
