This session will formally open the 18th Guide and Scout Conference with an address by the Chairpersons of the WOSM and WAGGGS European Committees. Then, we will report on the Joint Action Plan and the work of the joint teams, followed by a question-and-answer session.
The session will end with an introduction to the proposed Joint Action Plan for 2025-2028 and the guidelines for meeting the candidates later in the day.

This session will start with some inputs about the Strategy for Scouting, the World Triennial Plan and how it has shaped the current proposal for the Regional Scout Plan 2025-2028. We will follow with a deep dive on the Regional Scout Plan 2025-2028 before breaking into small sessions dedicated to each of their priorities.

Take a deep dive into the proposed Regional Scout Plan 2025-2028, with breakout sessions dedicated to each of the plan's priorities.
Delegates will engage in interactive breakout discussions to explore priorities, contribute feedback, and align the plan with the Region's needs. Member Organizations will also have a space to reflect on and discuss European Scout Conference resolutions, helping ensure that the voices of all Member Organizations are heard in building a meaningful and impactful plan.
