The keynote speaker will address the Conference, followed by the reports of the Regional Director and Treasurer and the presentation of the report from the Regional Scout Plan 2022-2025.

This session will feature an interactive Q&A discussion with key stakeholders, reflecting on the Regional Scout Plan. Delegates will have the opportunity to ask questions live via a digital platform, with their queries displayed on the screen and addressed by the panel in real-time.

We will hear from some of the key stakeholders who contributed and helped bring our plan to full fruition, such as a partner, the European Scout Committee, and a team member from the Operational Framework.

In this dynamic plenary session, we bring together four distinguished experts from diverse sectors to share insights that contributed to both our ongoing strategic initiatives and our future priorities. This session is designed to foster collaboration and create opportunities for deep, cross-sectoral engagement, bridging global and local perspectives.

Let's break down the barrier between internal and external, and talk together in a casual environment with our ‘human library books’.

This session will start with some inputs about the Strategy for Scouting, the World Triennial Plan and how it has shaped the current proposal for the Regional Scout Plan 2025-2028. We will follow with a deep dive on the Regional Scout Plan 2025-2028 before breaking into small sessions dedicated to each of their priorities.

Delegates will engage in interactive breakout discussions to explore priorities, contribute feedback, and align the plan with the Region's needs. Member Organizations will also have a space to reflect on and discuss European Scout Conference resolutions, helping ensure that the voices of all Member Organizations are heard in building a meaningful and impactful plan.

Delegates will participate in electing the new European Scout Committee. This plenary session also includes presentations on the 26th World Scout Jamboree (Poland) and the 44th World Scout Conference (UK), as well as updates from KISC and the European Scout Foundation. The session will conclude with the Bronze Wolf Award Ceremony, followed by the announcement of results.

A series of interactive and topical breakout sessions will provide input related to World Scouting, best practices from Member Organizations and regional partners.

This final plenary includes additional voting time on the Member Organizations resolutions and amendments, a farewell speech from the outgoing Chairperson, the handover to the new European Scout Committee, and an address from the newly elected Chairperson. The session concludes with the symbolic handover from the current to the next hosts of the Conference.
