A call for Proposed Motions for consideration at the 18th European Guide Conference was circulated to Member Organisations on 19th March 2025 with a submission deadline of 17th April 2025. The Procedural Team received three Proposed Motions from Member Organisations in the region before this deadline. In addition, the Europe Regional Committee has proposed five Proposed Motions. In this page you will see an overview on the eight Proposed Motions received to date that will be voted upon at the Regional Conference.
Adoption of the Triennial Report 2023-2025 (Conference Document 12).
Adoption of the Regional Triennial Action Plan 2026-2028 (Conference Document 5C) & Directing the Europe Regional Committee to make the strategic decisions to implement the Regional Triennial Action Plan 2026-2028, according to the resources available.
Adoption of the Basic Fee Model described within the Europe Contribution Proposal: 2026 – 2028 (Conference document 6C)
Tasking the Regional Committee with beginning planning for a Compass Camp, in collaboration with a host MO, for members of the Europe Region aged 13-16, where young participants can explore WAGGGS programmes and opportunities in a safe, international setting.
Approving the policy principles established within the Europe Contribution Proposal: 2026 – 2028 (Conference Document 6C)

Mandating the Europe Region Committee to conduct a structured, participative and in-depth evaluation of the conference, document and share its findings. The evaluation should be sent to all Member Organisations (MOs) in the Europe Region.

Mandating the Europe Region Committee to explore the needs and resources—both financial and human—within the Europe Region to move forward with the Azimuth Platform initiative.

With respect to the recommendation from the task force, tasking the Regional Committee to strengthen joint work with WOSM by making a joint triennial action plan, which the joint conference has to approve at the European Guide and Scout Conference in 2028.

Considering the online nature of the governance sessions, we encourage you to connect with the proposers through 1:1 discussions. There will also be a dedicated session during the conference to discuss all proposals formally during the plenary.
You must submit an amendment to propose a change to the text of a Proposed Motion. Before doing so, careful consideration must be taken to ensure that any amendment follows the guidelines and does not alter the spirit of the original proposal.

There is a lot to consider when deciding how to vote on Proposed Motions. The following list highlights a few criteria Member Organisations should think through in relation to each Proposed Motion:
We encourage Member Organisations within the Region to engage with each other before and during the Regional Conference. Member Organisations are allowed to ask and/or answer any reasonable questions of clarification about motions that have been proposed. However, following the principles of Guiding and Scouting, the active campaigning or attempts to influence the voting of fellow Member Organisations outside of the official process is discouraged. For example, the unauthorised distribution of materials, and/or the giving of gifts in return for support of a motion is not allowed.

Proposed Motions may also still be submitted up to 23.59pm (UTC) on Friday 11th July 2025 at the latest. Such motions (also known as tabled motions) require the approval of the Conference Chair and Procedural Team Coordinator in order to be considered by the Conference and cannot be amended. Please also refer to the “Background information and guidance on Regional Conference Motions” document for further information on Tabled Proposed Motions.

An updated version of (Conference Document 7C) will be circulated to Member Organisations at least 24 hours before the session at the Regional Conference in which Proposed Motions will be discussed.
