This session will formally open the 18th Guide and Scout Conference with an address by the Chairpersons of the WOSM and WAGGGS European Committees. Then, we will report on the Joint Action Plan and the work of the joint teams, followed by a question-and-answer session.
The session will end with an introduction to the proposed Joint Action Plan for 2025-2028 and the guidelines for meeting the candidates later in the day.

Delegates will participate in electing the new European Scout Committee. This plenary session also includes presentations on the 26th World Scout Jamboree (Poland) and the 44th World Scout Conference (UK), as well as updates from KISC and the European Scout Foundation. The session will conclude with the Bronze Wolf Award Ceremony, followed by the announcement of results.
