Draft Resolutions and Constitutional Amendments are decisions proposed to the European Scout Conference that have a direct impact on the future of the World Organization of the Scout Movement. Participants will have the opportunity to discuss the proposals before Member Organizations vote on them during the Conference.
Calling on Member Organizations and the European Scout Region to take meaningful steps to implement the Youth Empowerment Framework.
Proposing the implementation of the new Regional Registration Fees System.
Ensuring continued direct support for NSOs with a market share below 2%.
Guaranteeing that no Member Organizations are excluded from regional activities due to financial constraints or geographical disadvantages.
Introducing reporting requirements at all Regional Events of the European Scout Region to ensure transparency in the implementation of the Sustainability Roadmap.
Collaborating with the Europe Committee WAGGGS to explore and implement alternative formats to ensure continued in-person exchange and cooperation, should joint European Guide and Scout Conferences not be viable.
Reaffirming and strengthen the collaboration between the European Regions of WOSM (World Organization of the Scout Movement) and WAGGGS (World Association of Girl Guides and Girl Scouts).
Ensuring Roverway continues to grow, stays sustainable, and reflects the diversity and strength of our movement through shared responsibility, better support, and democratic decision-making.
Supporting Member Organizations to embed peace education in their programmes; creating more chances for Scouts to meet and learn from each other across borders; improving the support, funding and training available for those doing this work; and bringing people together at a “European Summit on Scouting and Peace”.
Facilitating an open space for Member Organizations to participate in the development of a successor to Azimuth that initially focuses on providing a Region-wide map of campsites, Scout houses, and events that is easy to access by local leaders while being compliant with privacy, Safe from Harm, and safeguarding regulations.
Proposed Resolutions: Overview & Discussion
You must submit an amendment to propose a change to the text of a Draft Resolution or Constitutional Amendment. Before doing so, careful consideration must be taken to ensure that any amendment follows the guidelines and does not alter the spirit of the original proposal.
