The Rules of Procedure assist the European Scout Region in promoting an inclusive and streamlined decision-making process at the Conference. The Conference Rules of Procedure have been approved by the Member Organizationson 10 January 2025 through a postal ballot launched on 26 November 2024.

Conference Resolutions Database
We are pleased to launch the Conference Resolutions Database which now includes resolutions of the World Scout Conference as well as the European Scout Conference.
In conformity with the Rules of Procedure for the Conference, the deadlines for submissions are as follows:
For draft resolutions requiring a two-third majority(such as resolutions proposing significant changes to policy and amendments to the Constitution of the ESR): no later than 19 February 2025.
For draft resolutions requiring a simple majority: no later than 19 April 2025.
For proposed amendments to draft resolutions: no later than 22 July 2025, 9:00 CEST(at least 24h before the start of the first voting session on the Conference Resolutions).
We invite you to write your proposals in English or French, the two official languages of the European Scout Region.
Please remember that any draft resolution or proposal for amendments needs to be proposed by a Member Organization in the European Scout Region of the World Organization of the Scout Movement and seconded by at least one other Member Organization in the European Scout Region.
